The Delhi High Court on Thursday sought response of the Delhi Police on an AAP worker's plea who alleged that he was assaulted by Delhi PWD Minister Parvesh Verma and his associates, during a road inspection in city's Tilak Nagar on September 27.

Justice Sachin Datta issued notice in the plea and sought a status report of the Delhi Police which objected to the maintainability of the plea.

The matter is now listed on November 17.

The man, Sahib Singh, filed the plea seeking protection of his life and liberty, preservation of CCTV and electronic evidence and an independent investigation into his allegations of assault, threats and police inaction.

The petition states that Singh was accompanying Tilak Nagar MLA Jarnail Singh during an inspection of road construction work along the Outer Ring Road in West Delhi when the alleged incident took place.

According to the petition, Singh was recording the proceedings on his mobile phone when Verma allegedly became agitated over questions concerning the quality of road construction and allegations of corruption.

Singh alleges that he was slapped, abused and threatened, following which his mobile phone containing video recordings was forcibly taken and damaged.

The petition further alleges that Singh was surrounded and assaulted by persons accompanying Verma and that an unidentified person struck him on his private part.

Singh claims that the incident was recorded and streamed on social-media platforms. He states that he immediately approached the SHO, Police Station Vikas Puri, and submitted a written complaint which was received.

He has also raised allegations concerning the conduct of police personnel present during the incident. He claims that a member of Verma's security team pushed him and assisted Verma in leaving the spot, while local police officials allegedly failed to intervene.

Singh has also alleged that after the incidents and his complaints to the police, his private mobile number was circulated and he began receiving abusive and threatening calls and WhatsApp or social-media messages from various numbers and accounts.

The petition refers to threats against him and his family and seeks a cyber-forensic investigation into the source and identity of those responsible.

The plea states that approached the Commissioner of Police on September 29 seeking registration of an FIR, legal action and protection. He also sought preservation of CCTV footage and other electronic evidence relating to the relevant locations for the period between September 25 and September 30, apprehending that such evidence could be overwritten or lost.

The plea seeks investigation into his complaints against Verma, his associates and that the concerned police personnel be entrusted to an independent investigating team or agency not connected with the police personnel against whom allegations have been made.

The petition also seeks constitution of an independent judicially supervised inquiry committee headed by a former Delhi High Court judge to examine the complaints, CCTV/electronic evidence and police records and submit a time-bound report to the High Court.
